AWARD CEREMONY NOTICE

In accordance with the conditions of the announcement of the International Open Public Competition for the development of the conceptual landscape urban-architectural solution of the park along the Boulevard of the Serbian Army in Banja Luka, published on October 1, 2021. and the decision of the Competition Commission of December 29, 2021, the Mayor of the City of Banja Luka, on January 4, 2022, made a decision on awarding the prize, as follows:

FIRST PRIZE in the amount of 15,000.00 EUR (equivalent in KM) is not awarded;

TWO EQUAL SECOND PRIZES in the amount of EUR 7,500.00 EUR each (the equivalent in BAM) is awarded TO:

  • the proposal under the author’s code „OO10110“Team of authors: Fedor Jurić, B.Arch, Ognjen Graovac, B.Arch and Luka Bunčić, B.Arch, all from Serbia, and
  • the proposal under the author’s code „70391LK“Team of authors: Nikolina Hassam Dorsen, Srđan Lakić and Andrea Janičić from Banja Luka;

TWO EQUAL THIRD PRIZES, in the amounts of EUR 3.750,00 each (the equivalent in BAM) is awarded for:

  • the proposal under the author’s code „11337AZ“Team of authors: Amina Chouairi, Alessandro de Cadilhac, Camilla Di Nicola, Geronimo Felici Fioravanti and Chiara Magnini, all from Italy; and
  • the proposal under the author’s code „00000PA“Team of authors:“NATURALIST TEAM“, Team of authors: Petar Tošić, M.Arch, Teodora Jeremić, M.Arch, Nevena Petrović, M.Arch, Jovan Jovanović, M.Arch and Boban Tošić, B.Arch, all from Serbia.

The Jury decided to award two competition proposals with non-monetary HONORABLE MENTION, for having achieved a certain artistic value and representativeness with their ideas and concept designs.

NO ENVELOPS ARRIVED NOTICE

After completing the selection of the best competition proposal, the Commission proceeded to open the author’s envelope, and found that for competition proposals with the following codes:

“00331OS”, “DY86888”, “HX00062”, “15101FP”, “Ta10198” and “81228yn”

no envelopes arrived. The authors of the competition papers under the above codes are requested to submit the following information to the e-mail address maja.smiljanic@banjaluka.rs.ba, no later than January 14, 2022:

  • The chosen code of five Arabic numerals and two letters was used;
  • Author’s name (s);
  • Statement of the author / person authorized to represent on the fulfillment of the competition conditions listed in Chapter 4.) By their signature, they confirm the authorship of the competition work, ie. that they are authorized to submit the same, that according to the conditions of the competition they have the right to participate.
  • E-mail address for submitting the commission’s decision;
  • A statement in which the author or the author’s team declares whether it wants the work to be exhibited at a public exhibition under a code (anonymously) or under the author’s name;

Due to a large number of questions related to the cross-section between the river and the location of the future park, we enclose as information drawings the Transverse profile of the Vrbas river and the Dispositional solution of the Vrbas river arrangement.

INTERNATIONAL OPEN PUBLIC COMPETITION FOR THE CONCEPTUAL LANDSCAPE URBAN-ARCHITECTURAL DESIGN OF A PARK ALONG THE BOULEVARD OF SERBIAN ARMY IN BANJA LUKA (No. 03-404-87/21)

The idea that Banja Luka should receive a quality and functional design which will articulate the existing undeveloped area in the immediate vicinity of the center of the city into a new city park proportionate to the size of the city, City of Banja Luka announce INTERNATIONAL OPEN PUBLIC COMPETITION FOR THE CONCEPTUAL LANDSCAPE URBAN-ARCHITECTURAL DESIGN OF A PARK ALONG THE BOULEVARD OF SERBIAN ARMY IN BANJA LUKA.

Submission

Participants are obliged to submit competition proposal in a digital format, whereas detailed instructions for proper naming of documents and submission can be found in folder “1 – COMPETITION ANNOUNCEMENT” in Chapter 3. This folder can be downloaded at “Competition documentation“.

Competition proposal and all the attachments must be written in one of the official languages of Bosnia and Herzegovina or in English.

All participants are required to submit the documentation defined in folder “1 – COMPETITION ANNOUNCEMENT” in Chapter 2.

Deadline for submission of competition proposal is December 05th 2021, until 23:59 hours (GMT +1).

The competition proposals not received by the announcer within the deadline determined for submission of the competition solution, and were received after the expiration of the day and the hour designated for submission of the proposals, will be considered untimely and will not be considered.

    What is the Vrbas level above the sea level next to the competition plot?

    Regarding the mail copy documents, particularly the printed exhibition poster which will reduce to 21x29.7 cm, horizontally oriented. Can we make this poster in a different form from the format required in chapter 2.3.2, because the time it will take for the postal envelope to reach you is four days / given our geographical location, and the final format of the digital poster Which is not completed yet. And as for the Label with information about the author, where will this information be placed? And will you be on the previous poster?

    Deadline for sending the envelope by regular post is 5th of December including the December 5th, 2021, by 11:59 PM (GMT +1). This means that the last day to send the envelope is 5.12.2021. If you mail the sealed envelope on December the 5th, it will surelly arrive in Banja Luka after the 5th of December, but it will have a post stamp with that date (December 5th), and your proposal shall be accepted as submitted on time, so you still have time. Printed exhibition poster reduced to 21×29,7cm, horizontally oriented, which should be enclosed in the posted envelope must be in this proposed format. The Label with information about the author is in folder number 07_LABEL_WITH_INFORMATIN_ABOUT_AUTHOR and it also must be enclosed in the envelope which you are sending by regular post. Every page of your competition proposal, posters and all graphic attachments should be marked with your unique code (author’s code).

    Request to extend the deadline for submission of competition proposals?

    According to our Rulebook on competition procedures, we are not able to extend the deadline at this stage of competition.

    Insight into the graphic sub-bases (3.1 and 3.2) that we received in the tender documentation, as well as in the following master plans https://www.banjaluka.rs.ba/wp-content/uploads/2017/09/116-RP_Delta.jpg?fbclid=IwAR39aimOJbUx4FjXkFxGl87vfNvd3K9h3VZqIoc36Gg957ciuCE4TQY3vrE we remained unclear of defined direction of extension of the Street Olympic winners (Street olimpijskih pobednika). We are interested in whether we can project the service (internal) traffic connection as a continuation of the extension of the Olympic Winners Street, as shown in the zoning plan for the space between the Boulevard of Serbian Army, Street Frana Supila and the planned Complex of sports and recreation in Banja Luka? Also, since the master plans are not understandable is it possible to see how far extends the above-mentioned road, we are interested in whether it is set to follow the northern perimeter of our location? This is of particular interest to us because this road is outside (immediately adjacent to) the competition area, and we wonder if we would violate the conditions of the competition if the internal connection was connected to it?

    The extension of the Street of Olympic Winners is planned along the park area, and the route to the northern perimeter along the existing railway. It is planned to connect to Braće Pišteljić Street from the north, and after passing the route under the existing overpass.

    If the file is larger than 30mb, what to choose? Should we reduce the quality below 150p, or is the size higher than 30mb allowed?

    File can be delivered in two parts separately with the same code with the addition of the word ‘animation’ or else ‘notebook’ (eg AB12345_animation). Size of each additional file cannot be increased and it should not exceed 30MB.

    Site landfill location, extent, and depth?

    The landfill is dispersedly distributed everywhere over the location, and is generally up to 2m deep.

    Do you have any templates for the statements list in the textual document in A4 format or we can just arrange it by ourselves? Where we can find this form and dimensions “Label with information about the author for the poster at the public exhibition, if the authors agree that their proposal is to be published under their names. The label must be made in the given dimensions, and the form is enclosed in the competition documentation.”

    We do not have tamplate for the statements list for the textual document in A4 format, so you can arrange it by yourselves. Dimensions for label with information about the author for the poster at the public exhibition, is in the folder  07_LABEL_WITH_INFORMATION_ABOUT_AUTHOR, which is an integral part of the competition documentation and you are suppose to print it on A4 paper.

    In the competition announcement under point 6.1. it is stated that ″thorough field surveys and analyzes″ were performed, further under point 6.2. ″Geological and pedological factors″ it is stated that these factors are taken into account generaly, but we are unable to find more detailed information about the geological characteristics of the terrain, except that it is stated to be definitely a landfill. What is the composition of the soil under the landfill and at what depth is the groundwater? We need this information to examine the possibility of artificially creating water surfaces on site.

    The lithological composition of the land under the landfill is a sandy river sediment and gravelly river sediment, while the geological characteristics of the terrain are well-consolidated and well-bearing alluvium. The water permeability of the herb is very good. The groundwater level is at a depth of about 4m to 7m.

    The parking lots, near the shopping mall, will be dedicated to the park? Do we have to propose parking lots?

    Parking lots across the shopping mall are public, so they can be used for park. Autors are free to suggest some other location within the competition area for more parking lots.

    In the template.pdf file, the first panel, is required ″SITUATION1:2500″. What does situation stand for?

    In the proposed form of the exhibition poster, the upper left corner is provided for a situation meaning SITE PLAN in the scale of 1:2500. Situation means SITE PLAN as an scaled drawing (aspect ratio of 1:2500) which should illustrate the complete location of park in the scale of 1: 2500 with positions of all planned and existing facilities, also should show the purpose of use of any specific parts of area, disposition of all proposed facilities, parking areas, pedestrian paths, landscaped green areas, lighting positions, zones for construction of specific facilities, infrastructure traces and all other special purpose areas.

    Can the Hydrotechnical installation be relocated in the same area?

    Existing hydrotechnical installations in the park area can not be relocated.

    At what depth is the Hydrotechnical installation (water, precipitation, fecal) installed?

    The existing hydro-technical infrastructure at the park site is a fecal collector Ø800mm located at a depth of 1.5 m (elevation of the bottom of the pipe) and a precipitation collector Ø1600mm located at a depth of 3.5 m (also elevation of the bottom of the pipe).

    Is the template of exhibition posters abusolutly fixed? Can we adjust it a bit to make it more aesthetic and rational? Just like the 3 vertical frames for 3D-diagrams, do we really need to offer 3 vertical perspective limited by the frames? For examble, can we show 3 horizontal perspective while keeping the location and the size of the whole area the same or approximately same. Similar question for the the code at the upper right corner. There is a frame for he code which is obviously too big for the code of 12pt-size. Can we adjust it to our layout while remaining it at the upper right corner. Do all the 12 requested drawings need to be shown in the exhibition posters?If it is, we think it is next to impossible to show all plans with required scales.

    You can adjust size of frames in the proposed poster template, considering that 3D models of park would definitely look better in horizontal perspective. Please just try to keep the same location areas for the drawings, text and code as is suggested, and feel free to adjust the size of frames in accordance to your competition proposal so it looks as good as possible. You are not obligated to show all 12 graphic attachments on the exhibition posters.

    For the vegetation area which looks like a small forest in the east and north east part of the project is it possible to remove most of the trees there?

    Authors are free to decide whether to keep or remove existing vegetation in any of the zones.

    Considering the attractiveness of the competition and its requirements, is it possible to extend the deadline for at least 14 days?

    According to our Rulebook on competition procedures, we are not able to extend the deadline at this stage of competition.

    About 2.3.4 point 7, I don′t have such detailed information. Is it possible to scale it down to 1:200 instead of 1:100?

    It is not mandatory to have detailed graphical attachments of the cross-section and characteristic views of buildings structures within the park complex, but try to keep the proposed aspect ratio, consideering that the other participants will also aplly the proposed aspect ratio.

    2.3.4. point 3. Site plan of individual parts of the park - What does it mean? If it refers to the vegetation part, isn′t it better to make a schematic 1:000 with the whole plan?

    Graphical attachment, no. 3 Site plan of individual partes of the park (as is mentioned in the chapter 2.3.4.) should show a specific sections of the park on a larger scale (1: 500) with a catalog, with proposed all floristic elements). Site plan of the landscape arrangement of the park. Which specific parts of park will be shown in this graphics will be decided by the author himself, because the choice depends on the concept of the author’s solution.

    Does the park have an official name? If not, should we give one?

    Future park does not have a name yet, and you are in not required to assign it one.

    Can we see a picture for the place?

    There are 36 photographs of the location in folder 04 PHOTO included in Competition documentation.

    In 2.3.2 In the first poster template, there are 3 zones for 3D models. Can we change the aspect ratio of the size of these zones? They are disproportionate, and no model fits in.

    You can change the aspect ratio for the 3 zones for 3D MODELS indicated in the schematic poster proposal.

    In 2.3.1 it is written that the participants should prepare Site plan P=1:1000 in A3 format. This format is too small for this scale. Can you change the sheet size or a smaller scale?

    You can change the sheet size in order to keep the scale 1: 1000.

    Do we have to include a 3D ANIMATION in the proposals?

    All Applicants are required to submit the 3D ANIMATION as a part of its competition  proposal documentation.

    According to the topic, the connection between the location of the land and the river Vrbas is very concerned. It will be better if you provide topographic drawings, specifically the cross-section between the river and the bank along the river on the site. In addition, the requirement tends to keep the existing vegetation, plants on the site. And then, it was divided into 10 zones. However, it is difficult to grasp their position. It would be better if you give them clearly a map of 10 zones positions as you mentioned in the document (via COMPETITION_PROGRAM_AND_REQUIREMENTS ′s document).

    How do I register in this competition?

    There is no registration for this competition. The selected author code is the one that will be assigned to the paper.

    Dear, in the content of the required competition bases GRAPHIC APPENDICES, the paper format for graphic attachments is not defined. Please confirm whether we choose the format ourselves or take the format 100 x 70 cm?

    The obligatory format is defined for the posters for the exhibition and the notebook, while the other formats are chosen by the authors.

    Might there be a a typo in 3.2 ″POSTER for the exhibition with dimensions of 50x100cm, horizontally oriented in .pdf format.″? Should there be 2 (two) Posters of 70x100?

    Yes. There should be 2 posters with dimensions of 70x100cm.

    A question on the graphic attachment ″3D diagram of the complex with a scope of adjacent ambiences and structures″: is it about structures and places just outside the park or in close proximity to it?

    It is a view of the connection between the park and the nearby buildings.

    Deadline for the submission of the envelope is 5th of December. Does it mean the envelope should be sent prior this date and could be received after the 5th of December? Or is it mandatory for the envelope to be delivered before the deadline?

    This means that the last day to send the envelope is 05.12.2021. yr. The envelope may arrive after that date.

    Hello Sir, you Said that there is not a train stations in the Area, what about the Railroad near the Land, Is it Working?

    The railway station is north of the location and the railway is in use.

    3.2.1 said every page of the Volume, posters and all graphic attachments should be marked with the code of size of 12pt at the upper right corner. But the upper right corner is not a clear description. Upper right where? And, the Exibition Poster has the code section already in the upper right corner. Howcome the size of 12pt can be applicable?

    Top right on each page of the required documentation. The font on the exhibition poster can be enlarged.

    3.2.1 said (4) submittals: NOTEBOOK, POSTER, SMALL POSTER, & GRAPHIC ATTACHMENT. NOTEBOOK contains the textual and graphic attachment. Why is GRAPHIC ATTACHMENT a separate list?

    In the Notebook, graphic attachments are reduced to A3 format, while some graphic attachments are submitted in a defined scale. They are submitted separately because not all details are visible in A3 format.

    1. The dimensions of individual files (graphic attachments) are not defined, since different sizes require a different format, and the authors are left free to define them. 2. Additional graphic attachments of the author’s choice are possible. 3. The proportions defined are binding.

    Is there a topography including the portion of the river?

    Graphic appendix 1 gives a height representation.

    I did not find information about the trees if they can be moved elsewhere or put new ones.

    Information on species and their position is described in the part of the tender documentation –    3.3. Extract from the Bio-ecological basis

    The information regarding the Format and Labeling is not clear in the written description. Could you provide it with a graphic form? the poster, but, there is no direction on how to put the entry code: size, font, location, & etc.

    Format, size, position, etc. the elements are defined only for one of the two obligatory posters for the exhibition, which was submitted as part of the tender documentation. For all other graphic attachments, the authors are left free to choose the listed elements.

    2.3.3 SMALL POSTER FOR DIGITAL EXHIBITION said ″entry code″ should be written on the poster, but, there is no direction on how to put the entry code: size, font, location, & etc.

    Code position, font size, font, etc. on a small poster for the exhibition are defined by the authors.

    1. The dog parc and the football field can be removed, or this two activities should be forcely present in the Project? 2. The second question is related at the dwg plan, the altimetric point are not clear, shoud we be follow the green or black ones? Otherwise what those numbers represents? what is the height difference between each the contour lines?

    1. A dog park and sports field should appear as content in the park, the position is left to the choice of the authors. 2. The numbers represent the elevations of the terrain in the current state. The final leveling is suggested by the authors.

    what is the format of the 3D animation? is it MP4 or other formats? or as long as it is under 30mb?

    Any video format that is below 30MB.

    Is the 3D animation video mandatory?

    Yes, 3D ANIMATION in duration of up to one minute is mandatory. It could last less then one minute, but it must be a part of your competition content proposal.

    Can one team submit multiple proposals?

    Participants may submit only one competition proposal, without any alternative solutions.

    May one person submit different proposals? with different teams?

    Participants may submit only one competition proposal, without any alternative solutions.

    Where are the train stations located? Are there any near bus stops surrounding the future city park? Where?

    There aren’t any train stations in this area. The main form of public transport in Banja Luka is by bus. Internet application where you can find more detailed information about public transport in the city is https://bl-bus.com/ The existing bus stop on the Bulevar srpske vojske is looking from the south, is located nearly 50m after the intersection with the Aleja svetog Save and the second after the intersection with the Boulevard of Olympic Winners, also the current locations can be partially corrected in terms of displacing them from 10m to 20m to the north.

    People from other continents like africa are defenetly excluded from this competition since we can′t send a graphic enveloppe to the city of banja ? so it is better not to participate ?

    We are very sorry to hear that, and we would be very happy if you could participate especially since you are interested in our competition. Our regulations for conducting this competition require complete anonymity while submitting proposals, so it is mandatory to send a sealed envelope marked “AUTHOR” and marked by the code of the proposal, by regular mail. We hope there is a possibilty that you could send this sealed envelope with the label “AUTHOR” via one of International couriers, package delivery and express mail services such as DHL, UPS or FedEx if they operate in your country, we would be more then happy to help you with anythig else if this opportunity exists.

    Is it possible to postpone the final delivery?

    We are not able to postpone the deadline for submission of competition proposals.

    If is possibile to see the entire path of the newly planned road on the north side of the location (Olimpijskih pobjednika) more than the built part that we can see today. If is possibile to see project or masteplanning of the expansion areas on the west side of the bid invitation site between Aleja Svetog Save, Boulevard of the Serbian Army and Park Mladen Stojanović (in short, the transformation areas straddling the Olimpijskih pobjednika street). For International competitors, if it′s possible to avoid this element into the envelope: printed exhibition poster reduced to 21x29.7 in order to allow to send the envelope in advance of the deadline, or to accept envelopes sent before the date of December 5th.

    Is it possible to send more information about the banks of the river Vrbas? For example topography of any situation documentation, the width of the river, the height of the bank.

    The width of the river Vrbas in this particular area you can graphicly measure on the Geodetic site plan.dwg which you have in folder 03_Basic documentation, and is it about 58 meters wide. As for the depth of the river, it is about 1.5 meters in that part of the flow and the height difference between the banks and the riverbed are around 8 to 12 meters.     If you mail the sealed envelope on December the 5th, it will surelly arrive in Banja Luka after the 5th of December, and that means subbmision ON TIME. The most important thing concerning your submission is that you digitaly submit your proposal to the following link https://en.banjaluka.rs.ba/competition-park-bl/ and send the envelope with the label “AUTHOR” by a regular mail, or via one of International couriers, package delivery and express mail services such as DHL, UPS or FedEx, before the deadline, including December 5, 2021, by 11:59 PM (GMT +1), and your proposal shall be accepted as submitted on time.

    Is it possible to postpone the deadline of December 5th to make the delivery of the works of the international participants less complicated? Can the area dedicated to dogs and the area used as a future football field be moved?

    Currently we are not able to postpone the deadline for submission of competition proposals. Local just as international participants will be submitiing their competition proposals according to regulations defined in the Competition documentation. The sealed envelope with the label “AUTHOR” which the authors are obliged to send by a regular mail, you can also send via one of International couriers, package delivery and express mail services such as DHL, UPS or FedEx. Dog park as football field positions can be relocated. Authors have the right to suggest positions for each content, in accordance with theirs idea for park design concept.

    I would like you to answer me where could I find the master plan or the urban city plan which is the planning basis for the park and where could I find graphics for planned infrastructure plan for this locality due to the connection of the water infrastructure with the river?

    The space planned for the park is not covered by master plan. Infrastructure plan you can find within competition documentation in folder 03 BASIC DOCUMENTATION, attachment 3_2 GEODETIC SITE PLAN INFRASTRUCTURE, which shows all the routes of the existing and planned hydrotechnical, electrical, telecommunication and thermotechnical infrastructure.

    Will the winning proposal be built?

    The first prize award winner Competition proposal of a conceptual landscape urban-architectural design of the park will serve as the basis for the preparation of detailed technical documentation for building the park.

    In the COMPETITION ANNOUNCMENT under 3.2. LABELING COMPETITION PROPOSALS we can find requirement for: ″POSTER for the exhibition with dimensions of 50x100 cm, horizontally oriented in .pdf format.″ Is that a typo or is that another poster that has to be prepared?

    It is a typo. Your Competition proposal must contain TWO EXIBITION POSTERS in .pdf format, horizontal layout, in dimension of 100×70 cm, and ONE SMALL POSTER FOR DIGITAL EXIBITION / in .jpg format, dimension of 1920×1440 pixels, horizontal layout, illustrations with resolution of 150 PPI.

    Can Architecture Student participate in this competition?

    It is allowed for students of architecture, or a team of students of architecture to participate in this Competition. Competition is international and open to public, meaning for everyone who is creative and has a good conceptual proposal for park (architects, landscape architects, students of architecture, landscape architects, designers and others).

    Within a forested part of the site, is there an existing water feature?

    There isn’t any water feature within a vegetation zone of the site.

    One sealеd envelope with the label “AUTHOR” marked by the code of the proposal on the back side of the envelope must be sent by regular mail, and by the deadline for submission on 5th of December 2021. The most important thing for applicants is just to send the envelope no later than 5th of December. Envelope (letter) if sent on 5th of December will surelly arrive after the deadline, but the deadline is determined only for sending envelopes, not receiving them.

    How are the prizes distributed to the winners?

    Competition Jury decides by a majority of votes and determines the final order of the competition proposals. After jury makes a Decision on the awards, the announcer will immediately notify the authors of the awarded proposals on the results of the competition (by submitting the Decision), after which disbursement of the awards will be made by transferring the funds to the account of the author, within 30 days of the publication of the competition results.

    Characteristic views of structures inside of the complex implies 2D graphic representation of all buildings facades, which the author envisions in the park (eg facades of the restaurant, pavilion facades, facades of bungalows for tourists, outdoor amphitheater, etc.).

    What is the difference between? 1. Site plan of the park complex P=1:2500 and 2. Site plan of the landscape arrangement of the park P=1:1000

    Site plan of the park complex is a simple site plan graphics with marked contents zones, vehicle, pedestrian and bicycle paths and marked green areas, while the Site plan of the landscape arrangement of the park is a site plan with larger scale presentation, that includes also previously mentioned elements, but with a more detailed presentation of the park content in terms of plants type.

    The area of the competition is covered by the Parcelation Plan for the construction of the Sports Complex in the Boulevard of the Serbian Army from 2009 year, according to which the construction of a sports complex is planned.     The bike path along Bulevar srpske vojske already exists.

    What is a main form of public transportation in Banja Luka? I can′t find them in Google map. I notice there is a bus station and train station. But, is there a website where I can find bus stops near competition site?

    The main form of public transport in Banja Luka is by bus. Internet application where you can find more detailed information about public transport in the city is https://bl-bus.com/ The existing bus stop on the Boulevard of the Serbian Army looking from the south, is located nearly 50m after the intersection with the Alley of St. Sava and the second after the intersection with the Boulevard of Olympic Winners, also the current locations can be partially corrected in terms of displacing them from 10m to 20m to the north.

    Good afternoon, there is a highlighted area for existing tree location. However, is there a possibility to obtain a more detailed information on existing tree lines? Or is a Google map the best source for the most recent situation?

    Number of team members who can participate in creating the proposal for this Competition is not limited by competition announcement.

    If you try to submit your competition proposal with a code that has already been submitted, the system will return an error and you will need to define a new code.

    In the pdf attachment with the survey there is a scheme / functional diagram based on the citizens′ desire for the contents in the park. Can you explain the exact positioning of that diagram, since no north position is given, and it seems as if the diagram is rotated relative to the situation setting in the plan. 2. Also, should the given content positions be guided as in the diagram, is this the official position / recommendation of the competition for positioning the content in the park? 3. Can you accurately define the possible car approaches to the park or the preferred number of approaches from the Boulevard of Serbian Army and from the Olympic winners, across the Delta Planet? 4. Is there a restriction or possibility of establishing a pedestrian connection with the University complex and how many connections can be foreseen?

    1. The PDF attachment within the survey (page no. 6) which refers to the content scheme harmonized with the desires of the citizens, is placed so that the north is below the diagram, and the main access road (Boulevard of Serbian Armу) ison the right side of the diagram.
    2. It is not necessary to plan content positions as proposed in the survey, these positions are only a recommendation.Authors have the right to suggest other positions for each content, also in accordance with your concept of the conceptual design.
    3. Access to the park for motor vehicles should be provided exclusively from the newly planned road on the north side of the location.Access from the Boulevard of Serbian Аrmy should be planned exclusively for pedestrians and cyclists.

    Thanks for organazing this wonderful competition. I have 2 questions. The requirements says 2d animation. Is that different than 3d animation or did you mean the same. Also 3d animations are quite heavy files and i doubt it can be compressed to 30mb. Is there a way to send the aniamtion if it exceeds 30mb file size.

    Applicants are required to submit their proposal which consists of the following documentation: notebook with textual and graphic attachments, two exibition posters in .pdf format, horizontal layout, small poster for digital exibition, 12 graphical attachments and 3D animation.

    „2D animation“ as stated in chaper Labeling competition proposals (folder 01 Competition announcemet) is a techical mistake. If the size of your proposal exceeds the maximum size (more than 30MB), the animation can be sent as a separate .zip file under the same password, but under a different name (eg code: 12345DS, file: 12345DS_animation.zip).

    The error with the links for downloading the competition material is active for more than 7 days. The file size is 396MB, not 420MB. You may still reload a new download link. Internet speed has nothing to do with it.
