NOTICE TO PARTICIPANTS

After completing the selection of the best competition proposal, the Jury proceeded to open all envelopes, and found that no envelopes had arrived for the proposals with the following codes:

The authors of the competition proposals under the above codes are requested to submit the following information to the e-mail address maja.smiljanic@banjaluka.rs.ba, no later than August 17, 2020:

  • The selected and used code of five Arabic numerals and two letters;
  • Name (s) of author;
  • Statement of the author / person authorized to represent on the fulfillment of the competition conditions listed in Chapter 4.) By their signature they confirm the authorship of the competition proposal, and that they are authorized to submit it, that they have the right to participate according to the conditions of the competition;
  • E-mail address for submitting the decision of the Jury;
  • A statement in which the author or the author’s team declares whether it wants the proposal to be exhibited at a public exhibition under a code (anonymously) or under the author’s name;

NOTICE TO PARTICIPANTS OF THE NEW DEADLINE FOR ANNOUNCEMENT OF THE COMPETITION RESULTS

Participants are herein informed that the final rank of the competition works and the Decision on prize awarding will be made by August 10, 2020.

After the decision on prize awarding is made by the investor / contracting authority, the Announcer will immediately notify the authors of the awarded works about the results of the competition (by forwarding the Decision), and will inform the public and other participants by publishing the results in media such as business press, newspapers and internet portals, no later than 15 days from the day when the Decision was made.

INTERNATIONAL OPEN PUBLIC COMPETITION FOR THE CONCEPTUAL DESIGN FOR THE MULTIFUNCTIONAL HALL / CONGRESS CENTER IN BANJA LUKA

The idea that Banja Luka should be given a multifunctional facility, where the mentioned purposes would be connected, is precisely one step in the strategic vision of the city. In addition to local, its function and capacities should meet wider, regional needs for this type of a facility. The cultural offer is therefore expanding and creating optimal conditions for the development of concert, ballet and opera arts, since the existing capacities in the city have long been exceeded in technological and parametric aspects.

In addition to the cultural offer, the future facility complex will also serve as a congress center that combines the phenomena of the exchange of scientific knowledge, science and education. The aforementioned activities are accompanied by exhibiting activities, catering, business, administration and other necessary purposes. The concept of multifunctional­hybrid facility aims to utilize the space without reducing comfortable use and technology of its purpose.

Finally, the modern mobility of users and the constant acceleration of the rhythm of life, and the development of new needs also indicate that the future construction complex will contribute to the development of tourist
offer of the city.

Submission

Participants are obliged to submit competition proposal in a digital format, whereas detailed instructions for proper naming of documents and submission can be found in folder “1 – COMPETITION ANNOUNCEMENT” in Chapter 3. This folder can be downloaded at “Competition documentation“.

Competition proposal and all the attachments must be written in one of the official languages of Bosnia and Herzegovina or in English.

All participants are required to submit the documentation defined in folder “1 – COMPETITION ANNOUNCEMENT” in Chapter 2.

Deadline for submission of competition proposal is May 21st 2020, until 23:59 hours (GMT +1).

The competition proposals not received by the announcer within the deadline determined for submission of the competition solution, and were received after the expiration of the day and the hour designated for submission of the proposals, will be considered untimely and will not be considered.

    Is the condition for participation in the Competition the possession of a License?

    All legal and natural persons, who meet the professional and other requirements defined under this competition regardless of their territorial affiliation, have the right to participate in the competition. Licenses are not a condition of participation.

    How much for the registration fee?

    Registration fee or download of documentation is free of charge.

    Is it possible to increase the plot?

    The plot for the construction of the building is defined by the Spatial planning and technical conditions, folder 3_3_SPATIAL_PLANNING_AND_TECHNICAL_REQUIREMENTS_EXCERPT.

    Where possible to find a complete list of required spaces with surfaces to be satisfied?

    All required spaces as well as capacities are defined by the Competition Program, folder, 2_COMPETITION_PROGRAM_AND_REQUIREMENTS.

    Is the organization of the existing parking lot on the northeast side of the parcel in question retained, since it is not within the scope of the congress center lot, or the organization of that parking lot can be changed?

    Parking on the northeast side of the lot should meet some of the parking needs for a future facility, but the organization of parking spaces is optional.

    Is underground garage planning necessary, or parking can be resolved at the level of surrounding roads without constructing underground floors?

    The needs for the number of parking spaces are defined in the Competition program and requirements. Participants have the freedom to address them in one of the appropriate ways.

    Does the parking area need to be reserved for the hall in the future?

    Yes.

    Just wondering if we need register for the competition? How to get our submission code?

Submission code will create Applicants when they submit their competition proposals in digital format.     Could there be a more defined table for each function’s desired square meter. i.e. ″each function and its related square meter requirements.″?

    Functions in the building are defined in the Competition Program, folder. The contents and capacities are defined by the number of users. Applicants should define the layout and surfaces.

    May I know is animation a must?

    Yes.

    Is the intention of the Announcer of the competition, apart from the conceptual design, to elaborate on one of the proposed projects of the participants? If yes, please explain the final project completion procedure. What about the copyright issue of the proposed solutions?

    The main objective of the competition is to receive a quality and functional proposal for the complex of the concert hall and convention center that should create the basis for realization the potential of the city of Banja Luka in terms of improving the cultural offer of the city and the region. In accordance with the objective, the Announcer will further develop the first prize proposal respecting the recommendations of the Competition Jury. Further procedure of commissioning technical documentation is defined in accordance with the provisions of the Public Procurement Law of Bosnia and Herzegovina. Rights and obligations of the Announcer and the Author are defined under Chapter 9 of the Competition Announcement (Folder 1), as well in accordance with the provisions of the Copyrights and related laws of Bosnia and Herzegovina.

    How high can the project be raised?

    The height of the building is not restricted. Urban parameters of the site are defined in the 2_COMPETITION_PROGRAM_AND_REQUIREMENTS, page 14. Participants are given the freedom to define the final horizontal and vertical dimensions within the given parameters.

    Do we need the all team formed on April 15th?

    Deadline for submission of competition proposal is 15 April 2020, until 23:59 hours (GMT +1). In addition to the digital submission of the proposal, the applicant shall send by mail a sealed envelope. The envelope should enclose documentation defined by 1_COMPETITION_ANNOUNCEMENT, Chapter 3.2., page 8.

    Can you please clarify what ″Exploitation coefficient - 4,2″ refers to? (p.14 of the competition program and requirements document)?

    The „Exploitation coefficient” represents the ratio of the total gross construction area of ​​all above-ground floors of building to the total area of ​​the construction lot.

    How many management offices are required as part of the Philharmonia Workspace?

    The needs for each of the institutions planned within the facility are defined on page 21, „Competition program and requirements“.

    Do the Chamber Halls as specified under ″4. Theater Hall with around 700 seats″ need to be directly adjacent to the Theater Hall?

    Participants should offer a proposal that in a functional and economical way defines the disposition of each individual purpose within the facility.

    Can you please clarify how much administrative staff is expected for each of the four institutions, and how they will be distributed amongst the difference offices as listed on p.21 of the Program document?

    There is a thick closed blue line on a layer D_zona gradjenja in plan construction regulation.dwg. What does it mean? The setback of the proposing building outer wall with 5 m offset from property line or a temporary fence line?

    Тhick closed blue line on a layer D_zona gradjenja indicates the limit to which an object can be built.

    Can you give any information about the sites and building around the projected area. Maybe it master plan of the city or other any information about development that′s sites.

    1. I had a few issues downloading the documentation for applicants. Could you please email me a copy of part 6 - graphic template of poster and part 7 - label with information about author, that will be on the public that will be on the public information poster. 2. Could you please clarify what you mean by a view (perspective) at 1 to 250 scale - as far as I am aware perspectives have no objective picture plane - it can be at any depth in the perspective, hence no scale? What do you mean by view line? A sectional perspective has a cutting plane at the front of view, is that what you mean by ″view line″? 3. Is this a typo, should it be 3d animation?

    2. „Characteristic views“ represent facades not pespectives and that is reason that they have scale.

    When I should submitted the proposal (the hard copy) via mail? On April/ 15, or it should be received your office on April /15?

    Applicants shall submit their competition proposals in digital format to the following link www.banjaluka.rs.ba/multifunkcionalna-dvorana  (en.banjaluka.rs.ba/multifunctional-hall). Participants do not submit hard copy. April 15, 2020 is a deadline for submission of Envelope with documentation defined in Chapter 3.2. of Competition announcement should be submitted by April 15, 2020.

    The competition is designed as INTERNATIONAL, GENERAL, PUBLIC, PROJECT and ANONYMOUS. Competition proposals in digital format are to be submitted to the same links by the defined deadline.

    Concerning the multipurpose/congress hall and the theatre, the auditorium has flat floor or sloped one?

    The participants are left with the choice of designing the floor (flat or sloped one) with following the rules of acoustics and visibility.

    With due respect to the creators of the Competition program, I have to criticize that it turns out that Banja Luka is, say, Tokyo, Hong Kong or New York and as city it suffers from construction land. So much content in one small location that it′s just incredible. Even when you stated that the RS financial center should be added here and the stock market was the highlight. The whole competition seems frivolous. And to add that you called Boris Podreca in the Jury, I can′t believe it. For such a serious competition that would be envied by the big world centers, you give all the data descriptively without tables containing sectors.

    The Competition Jury has not previously found a question that could be answered.

    The site is enclosed by the planned perimeter comprising of roads, parking lots, plants etc. According to the Program one needs to provide 2-3 driveways to built-in building components. To achieve this the above-mentioned planned elements should be modified, e.g. to clear a way between the planned trees, to break the line of parking lots or green areas. Is it allowed to make such changes to an extent?

    It is left to the Partcipants to define a different parking layout and access to the future complex within the traffic areas. It is not allowed to open new car entrances from Olympic winners Blvd.

    What is the maximum height of the proposal? How many tall plants?

    The height of the building is not restricted. Urban parameters of the site are defined in the 2_COMPETITION_PROGRAM_AND_REQUIREMENTS, page 14. Participants are given the freedom to define the final horizontal and vertical dimensions within the given parameters.

    What is meant by communication rooms for musicians? (it is stated as space for symphony orchestra, choir)?

    Communication space refers to the spaces that provides access for th emusicians to the orchestra space below the stage, as well as access to the stage.

    Is the concept for the technical solution for space below the floor of the air intake room through the diffusers on the floor and the space above the interior ceiling of the air extraction room obligatory for the competition solution?

    Yes.

    Do an individual and collective practice rooms for musicians have to be separated into the categories listed in the Program or they can be within one space that is not used at the same time?

    Participants have freedom of defining the concept of using individual space from an economical and rational aspect with respect to proper dimension for the maximum number of users.

    What is the expected number of participants of the Symphony Orchestra or Philharmonic Orchestra?

    A Symphony or Philharmonic Orchestra usually have around 80 participants.

    What is the reason for defining the need and the idea to create a financial center of the Republic of Srpska as well as a stock exchange within this space? Is it obligatory to add to the aforementioned contents (can) the office rental capacities?

    Competition program and requirements, page 21, states the obligation to design a number of administrative premises (ie for institutions tha will be located within the future building), whereas a possibility of accommodating the financial center of the Republika Srpska or the stock market, is optional.

    Do group dressing rooms for performers, by area: choir, ballet, opera and drama, need to be separate or can they be used within a common block of dressing rooms?

    Participants have freedom of defining the concept of using individual spaces from an economical and rational aspect with respect to proper dimensions for the maximum number of users.

    Does the cafeteria in the theater have a purpose and access for external guests or is it intended for internal (theater) use? (separate entrances and exits for theater and cafeteria?)

    Participants have freedom of defining the concept of using individual spaces from an economical and rational aspect. Obligatory separate catering facilities are defined on pages 21 and 22 of the Competition program and requirements.

    You said that the distance between the stage and the last viewer should be maximum 35m. Did you mean 35m from the beginning of the stage or middle or end of the stage?

    The distance between the stage and the last viewer is measured from the opening of the stage.

    About the animation? Is that a walkthrough from the architecture to the interior? Can we just show some diagrams and photos to make the video and make it presentable?

    Animation means a video showing the relationship between the object and the environment, the architecture of the object and the characteristic parts of the interior.

    Is the competition for Young professional Architects, Students Architects or both?

    All legal and natural persons, who meet the professional and other requirements defined under this competition regardless of their territorial affiliation, have the right to participate in the competition.

    It is said that 3D animation should not exceed 30 MB. But this is impossible. Can you increase this? Оr how can we send high size files?

    3D animation can be delivered separately with the same code tag with the addition of the word ‘animation’ (eg AB12345_animation). Size of file cannot be increased and it should not exceed 30MB.

    It is mentioned that the volume of the multipurpose hall should be around 15.000 m2. Should this be understood as cubic meters, m3, and not square meters, since you relate it to volume?

    On page 17 of the Competition program and requirements, the typographical error indicates m2 instead of m3, that is, 15,000 refers to cubic meters, not square meters.

    With reference to the Notebook, is there a maximum number of pages?

    No.

    2.3.4. GRAPHIC ATTACHMENTS (Note: Graphic attachments are submitted as files, not as exhibition posters) Can we still put some renderings on the two exhibition posters?

    Yes. Participants are free to design the second exhibition poster in a way they think would be the best representation of the solution offered. The poster must be submitted in 150 PPI resolution, in only one graphic layer (“layer”) and in CMYK color system. The code should be written on the poster. This attachment must also be anonymous.

    3.1. SUBMISSION OF COMPETITION PROPOSALS ′animation′ (eg AB12345_animation). May I know if the final is 12345AB_animation or AB12345_animation?

    3D animation can be delivered separately with the same code tag with the addition of the word “animation”. When submitting a proposal, a participant defines a code by entering a code that marks the entire proposal in the field “Your code”.     Can we expand object at the floors above ground beyond the boundaries of the plot?

    Can we make a pedestrian bridge towards Mladen Stojanovic Park?

    Yes.

    Does the administration section has to be separate as a spatial segment, or is it acceptable that within the chosen solution it is a part of the separate units, ie that office premises related to concert, theater, philharmonic and congress activities and administrations should not be in one place?

    Participants have freedom of defining the concept of using individual units from an economical and rational aspect with respect to proper dimensions for the maximum number of users.

    On page 21 of the program, the section describing the administration section states that office spaces for the concert activity, theater, philharmonic and congress center are expected. Does the Concert and Congress Center have separate administrative parts?

    Yes, they do. Participants have freedom of defining the concept of using individual spaces from an economical and rational aspect with respect to proper dimensions for the maximum number of users.

    What should be the size of a television studio for interviews with supporting direction premises and ancillary rooms? Does the parameter of 2.0 m2 per user apply to the press room or to the total space?

    Dimension of a television studio for interviews should be for max. 10 users. The parameter of 2.0 m2 per user applies to each unit of press center (TV studio, press room, directing, …)

    Is it possible for a restaurant kitchen with all its including premises to be central or it has to be a separate one for each thematic unit of the listed restaurants?

    Participants have freedom of defining the concept of using individual spaces from an economical and rational aspect with respect to proper dimensions for the maximum number of users.

    Is there additional information for the geothermal energy in the surrounding area or for the given location

    No.

    Are there any special instructions for ″2.3.3. SMALL DIGITAL EXHIBITION Poster″, where the proposal code should be written on the poster and is the size defined?

    SMALL POSTER FOR DIGITAL EXIBITION / in .jpg format, dimension of 1920×1440 pixels, horizontal layout, illustrations with resolution of 150 PPI. Applicants are free to choose one or more items they consider to be the most suitable for this purpose. The entry code should be written on the poster. This attachment must also be anonymous.

    In Section 2.3.2 (p. 5) of the Competition announcement document ″Two exhibition posters″ with dimensions 50x100cm are required. However, in section 3.2. (p. 7) only one poster with dimensions 50x100cm is required. How many 50x100cm Posters should be submitted? If more than one, should they be submitted as separate .pdf files or combined within single .pdf file?

    It should be submited “Two exhibition posters” with dimensions 70x100cm are required, as separate.pdf files.

    In which format the 3D Animation should be submitted?

    At the first poster participants need to leave a blank space with dimensions of LABEL_WITH_INFORMATIN_ABOUT_AUTHOR. Neither graphic attachment to be submitted cannot have the author’s names indicated in order to maintain ANONYMITY.     About the poster template. Is Situation 1:1000 means The Site Plan? Floor Basis means Floor Plan?

    Do the participants come up withier own respective submission code, or do the organizers provide us with one, if so then how to get this unique submission code?

    Can you clarify the situation regarding the Central Restaurant, where you require 1000 seats at 250 tables with 4 seats at each table? Is it possible to combine 2 chairs with sofas or long benches?

    Participants can arrange seating as they wish, but they need to provide 1000 seats.

    Is a central restaurant only for classic offering? Or how many tables are needed for a classic offering, how many buffet tables? Need a cocktail bar too?

    Offering of the Central Restaurant are described in detail on page 21 of the Competition Program and Requirements.

    Please tell me the scale of CAD data which named ″spatial organization plan″?

    Scale is 1:1000.

    When you check the site with Google earth, it looks like the right side of Banja Luka city stadium is under construction. Is there a new facility planned here? And is there a new facility planned next to the site of this competition?

    The location where the multifunction hall / congress center is planned to be built is surround by existing and planned traffic routes. a number of residential-commercial and commercial buildings are planned or under construction to the south, southwest, east and northeast, while in the west and north-west, the reconstruction of the city park with sports facilities is planned.     Do you agree that the rewards are inadequate given the task of Competition is very complex?

    The submitted proposals will be awarded with price amounts defined in point 5 of the Competition Announcement.

    Are the land acquisition and the ownership issues for the location in question resolved,and is it possible to obtain land ownership data (copy of cadastral plan and title deed)?

    Why the textual part of the Spatial planning and technical requirements is not given?

    On pages 11 to 14 of the Competition Program and Requirements, the Urban Parameters are defined,and they represent an excerpt from the textual section of the Spatial planning and technical requirements.

    Is it possible to plan in the broader context that the Gunduliceva Street in the area concerning the Mladen Stojanovic Park should be in the form of an overpass, in order to allow pedestrian connection of the future hall and the park?

    No.

    The narrative part of the Competition program and requirements defines rather precisely the site construction model. Retaining the existing urban matrix with the construction of a freestanding facility within the plot, as well as height regulation with significant facilities (Building of Government of RS / Euroherc) clearly formulates the concept of a future facility.     What is the scale of floor basis in the graphic poster template? There are 3 boxes for floor basis in the template. But we have 6 or 8 floor plans. How can we put our plans in this case? What plans should be put?

    Scale of floor basis is 1:500. Applicants are obliged to submit two exhibition posters so they have freedom to organize second poster as they wish. Applicants are also obliged to submit all graphic attachments defined in section 2.3.4 of Competition Announcement.

    The Chamber halls on page 20 are assorted under ″4. Theater 700 Seats″, whereas the functional description of those rooms, saying they are intended to hold ″multi-theme conferences″, ties them to the conference/concert hall part. What is correct?

    I have a question about the Philharmonic Orchestra - can you give us more information on the types of activities organized there? Do users of this space need to directly access the congress center and theater, or will they only use the theater?

    Instrument Maintenance Room should be organized in the Philharmonic’s premises as an ancillary space for users of the entire facility, within which the instruments of the musicians using the facility are repaired and maintained.

    Applicants shall submit their competition proposals in digital format to the one of the Competition links, which shall not exceed 30MB. 3D animation can be delivered separately with the same code tag with the addition of the word ‘animation’ (eg AB12345_animation), which also should not exceed 30MB.

    You wrote that together with 700-seat theater, there are lecture halls and meeting rooms for 20-100 users. Are these halls only for musicians and practitioners? Or are they for performances? I suggest you use the rehearsal rooms as meeting rooms.

    Rooms for 20 to 100 users are chamber halls that are intended for the public, and in addition that space is intended for holding lectures, gatherings and meetings.

    Is it allowed to draw an underground parking under the theater? How many parking floors are allowed?

    Participants are allowed to anticipate parking space under the entire lot, and the number of floors is not limited.

    As described in the requirements related to the Exhibition Poster under item 2.3.2, in the poster 1, the floor bases are supposed to be in the scale 1:250, however, the space allocated in the template is not sufficient to cover the plot at that scale. Does that mean the floor bases come at a larger scale, to fit into the required template size?

    The template represents the layout of the requested data, which could be scaled up to the needed level. The exibition poster must not exceed 70×100 cm.

    The envelope must be sent no later than 04/15/2020 regardless of when it will arrive and no notification of submission is required in order not to violate anonymity of participants.

    This space makes the concert offer more efficient and flexible. It is intended for holding chamber music concerts and monodrama, as well as various types of recitals and performances. Size of stages should be defined by participants.

    Is an orchestra pit needed in the congress-concert hall?

    No.

    Regarding the theater hall, isn′t a 700-seat hall it too small for opera performance? According to the basic size of a concert hall, operas used to be performed in a hall with at least 1500 seats. Besides, is the orchestra pit included in the total cubic meter of 3500 m3?

    The size of the hall is defined on the basis of the estimated number of visitors for this type of performances. The cubic meter of orchestra pit is not included in the total cubic meter of the hall.

    The primary function of camera halls is to perform smaller performances, with additional function for lectures and gatherings, so these halls do not have to have natural lighting.

    It means that the space of the hall should be structurally separated from the rest of the building due to the possible transmission of sound and vibration.

Frames serve as an indicator of the layout and number of the drawings. With regard to the second poster, participants are free to design as they want.

    To check whether the work was successfully received, check the list on the site with the codes „Submitted proposals “, and if it is “damaged” it is listed on the same site in the section „Invalid proposals (submit it again) “.

    Postal traffic in Bosnia and Herzegovina is working all the time. Envelopes are delivered every day, as seen on the site.
