NOTICE OF AWARD GIVING
In accordance with the propositions of the announcement of the International General Public Competition for the development of the concept design of the central city memorial to the fallen and missing soldiers in the defense patriotic war of the Republika Srpska, published on January 9, 2022. and the Competition Jury decision from 17 May 2022, the Mayor of the City of Banja Luka, on 18 May 2022 made a decision on the awarding of prizes, as follows:
- FIRST PRIZE in the amount of EUR 20,000.00 (the equivalent in BAM) is awarded for the competition proposal under the author’s code „PC27058“ Author: „Routing“ d.o.o. Banja Luka, Design Team: Nikola Dmitrović, Arch.;
- SECOND PRIZE in the amount of EUR 10,000.00 EUR (the equivalent in BAM) is not awarded.
- THIRD PRIZE, in the amount of EUR 5.000,00 (the equivalent in BAM) is awarded for the competition proposal under the author’s code „15039RT“, Design Team Marco Tanzilli, Arch. and Claudia Ricciardi, Arch., both from Italy.

Questions and answers
Is it possible to add another, third .zip folder if necessary due to lack of memory space for competition proposal, in addition to these two existing .zip folders?
If you need more than 30MB of folded/compressed folder (digital formats .zip, etc.) to submit your competition proposal, you can submit more than one of such folders, separately with the same author’s code tag and with the added word, for example AB12345_animation, AB12345_part_2, AB12345_part_3 and also each of these additional folders must not be larger than 30MB.
If the “characteristic view of the monument” in the scale 1:50 is too big for fit in the A3 format, can we change the scale to 1:100?
You can change the scale for characteristic view of the monument to 1:100 if your proposal for monument is too big to fit in scale 1:50 on the A3 format.
LABEL_WITH_AUTHOR’S_DATA still can’t be found within the competition documentation, where and when can it be found and downloaded?
You can find and download LABEL_WITH_AUTHOR’S_DATA within the folder no. 7 on the following link https://en.banjaluka.rs.ba/competition-central-memorial/. We have eliminated the error in the folder.
Can you confirm that also the deadline for submitting the “AUTHOR ENVELOPE“ has been posponed to April 29th? Or the deadline is still April 11th?
The deadline for sending a sealed envelope only with the label “AUTHOR” and with a selected code of the proposal on the back side of the envelope, by regular mail, is April 29th until 23:59 hours (GMT +1).
The competition documentation – folder number 07_LABEL_WITH_AUTHOR’S_DATA – is missing?
We have added the missing folder number 07_LABEL_WITH_AUTHOR’S_DATA.
In the document 02.1 master plan_spatial organization the area available for the construction of the monument provides an underground garages (dotted purple line). The construction of these underground car parks are mandatory? If yes how many underground floors are expected?
In the Competition Announcement, in the point 2.3.4 graphic attachments, are required a minimum of 4 “characteristic view of the monument” the scale 1:50 or 1:25. Can you explain what do you intend for “characteristic view of the monument” are they rendered images? If yes, why is presentation scale required?
The “characteristic view of the monument” are graphic drawings of all 4 sides of the monument (east, west, south and north) similar to the facades of any building.
In the template are required 3 vertical spaces for the “3D of the monument”. If the monument has a horizontal form, is it possible to change the number and the dimensions of these slots?
If your proposal of monument is a horizontal form you can change the number and dimensions of slots planned for “3D models of monument” but you have to maintain its general position on the GRAPHIC_POSTER_TEMPLATE (middle to right upper corner).
Do we need to have also in the panel n2 the area for the author’s code and for the label to leave empty?
LABEL in both POSTERS for the exhibition (dimensions of 100×70 cm) must be left EMPTY. Every page of the Competition proposal (volume A3, two posters, small poster for digital show, and graphic attachments, 3D animation), must be marked with yours (author’s) unique CODE.
In the list of the required graphic attachments is mentioned that scale for the Site plan and the cross section is 1:500, and in the TEMPLATE, the scale for the Site plan and the cross section is 1:1000. What scale is valid for the Site plan?
Valid scale for the Site plan and the Cross section is 1:500.
What is the total amount of the budget?
The total budget will be determined after the end of the competition, and the amount will depend on the first prize winning proposal, and its proposed materials, size, type of construction and methods of execution of construction works.
Can we move the existing trees or should they need to remain in the actual position?
Existing trees are very tall and old and moving them would probably endanger them, so you are not allowed to move them.
Can we move the existing monuments placed in the garden according to a new project (including the monument “12 beba”)?
Yes, you can move all the existing sculptures made during the Art Colony in 1989 including the monument “12 beba” inside the scope of competition.
Can the two buildings on the southwest side, which are named in the map 03_VALORIZATION OF CULTURAL AND HISTORICAL HERITAGE with the numbers: 6 BUSSINES CENTER „NOVA BANKA“ 7 RESTAURANT, be destroyed?
We are aware that this memorial represents your freedom and sacrifices. We read the historical situation from the documents that you gave however after we researched from different sources and we found differences, this war is not just heroic and patriotism it also includes war crimes and unpleasant events for belonging to both sides. So, is this memorial to make peace with your past, honoring innocent lives and condemning war, or is it just a heroic and patriotic memorial for you.
The theme of the competition for memorial should creatively, artistically, and emotionally represent honoring of victims, ie soldiers of the Army of Republika Srpska who died or disappeared during the defense-patriotic war of Republika Srpska.
By layering the boundary lines in the two maps mentioned in the answers, the scale and range specified in the two maps 02.1 master_plan_spatial organization an 03 valorization of cultural and historical heritage are not equal and each shows a separate scale and range and in map 02.1, two areas are marked in pink, while in map 03, a blue area is marked for the race. I think in map 02.1, the narrow area to the west is for commercial and parking spaces for design. Due to the sensitivity of the commpetition, can a site plan (even in tje form of .JPG) be specifies by specifying the scope of the compeptition, please guide us.
There is a parking lot within the boundaries of the intervention zone. Should it be preserved?
The existing parking lot is temporary, and it is not planned for preservation, as you can see in the graphic attachment 02.1 master plan_spatial organization (folder 03_Basic _documentation, 02_MASTER_PLAN_OF_SITE). The area of the current parking lot is the location within which the monument is supose to be positioned, given that construction is prohibited within the PROTECTION AREA OF THE NATIONAL MONUMENT (Museum of Contemporary Art). Protection area is shown in the graphic attachment 03_VALORIZATION OF CULTURAL AND HISTORICAL HERITAGE folder 03_VALORIZATION OF CULTURAL AND HISTORICAL HERITAGE.
In the list of the required graphic attachments is mentioned that scale for Site plan is 1:500, and in the GRAPHIC POSTER TEMPLATE, the scale for Site plan is 1: 2500. What scale is valid for the Site plan?
The vallid scale for the Site plan is 1:500.
Is the 3D ANIMATION mentioned in competition announcement clause “2.3.4.” optional or compulsory?
3D ANIMATION is compulsory.
Can you define the exact boundaries of the intervention zone with a red line? How much should the current situation be respected?
Тhe intervention zone is indicated in the graphic attachments 02.1 master plan_spatial organization (magenta dashed line) and 03_valorization of cultural and historical heritage (blue line). Graphic attachments can be found within the folder 03_BASIC_DOCUMENTATION.
The current situation on the site should be respected only in the sense that the memorial is not positioned within the PROTECTION AREA OF THE NATIONAL MONUMENT which is marked in yellow on the graphic attachment 03_valorization of cultural and historical heritage.
The drawings are not identifying the project area clearly, and most of the drawings are written in the Bosnian language which makes it ununderstandable for me. Please provide a specific area on a bigger scale plan to enable us to work on it?

The area which is the subject of the competition is indicated in the graphic attachments 02.1 master plan_spatial organization (magenta dashed line) and 03_valorization of cultural and historical heritage (blue line). Graphic attachments can be found within the folder 03_BASIC_DOCUMENTATION.
The protection area of the national monument is hatched in yellow color within the graphic attachment 03_valorization of cultural and historical heritage and object of the memorial should not be positioned within that zone. All other elements of the square and of paving arrangement design can be positioned within the area that is the subject of the competition as well as the National Monument Protection Area.
